Senior Planning Officer (Finance and Capital)

Planning and Council Secretariat, University Offices, Wellington Square, Oxford

Grade 9: £47,263 - £54,765 with a discretionary range to £59,828 p.a.

This is an excellent opportunity to contribute to the governance and processes through which the University’s overall financial strategy and capital programme are determined. The role carries responsibility for key areas of strategic planning and for managing substantial financial commitments, working across a complex network of academic divisions and departments and administrative units, and within a nexus of committees through which proposals are reviewed and decisions taken. This is an area of rapid change, prompted by changes in the external regulatory and financial environment, as well as internal pressures to take forward research and teaching priorities within tight resource constraints.

You will have professional management experience, ideally in the area of financial and/or capital planning and governance, with an understanding of project management and delivery, and will develop an in-depth knowledge and understanding of the University’s planning policies and processes and the regulatory and governance structure which underlie these. You will work collaboratively with academic and administrative staff across the University, while also working independently, taking the lead in policy development and exercising sound judgement in the implementation of plans and procedures. An essential aspect of this role is to provide advice and guidance to the Vice-Chancellor, Pro-Vice-Chancellor (Planning and Resources), and other senior academics and officers, and the postholder must command the confidence of these individuals and groups. The ability to work under pressure to tight deadlines in a complex political environment is also essential.

You be a member of the Planning Policy Support team, located within the Planning and Council Secretariat Section, and will be responsible for managing a Planning Officer (Capital Planning) who will provide support in the management of business relating to capital planning and projects.

This post provides an attractive opportunity to take forward your career in key areas of strategic planning.

This is a permanent role.
