:  Financial Services is part of a vibrant and expanding campus where diversity fuels innovation.  It consists of a team of professionals who provide accounting, budgeting and procurement services to UTSC.  As a centralized department, it is responsible for safeguarding university assets, ensuring compliance, developing financial models and conducting analysis in support of the University’s academic mission.


Under the general direction of the Procurement Manager, the Procurement Officer plans, coordinates and performs procurement functions for a range of goods and services in support of UTSC’s user departments, with emphasis on facilities goods and services, construction and renovation projects. The Procurement Officer will ensure best value to the University in accordance with procurement policies, broader public sector directives and trade agreements.


The Procurement Officer will work closely with the Design and Construction Management and Facilities Management teams by providing advice and support of large and complex procurement initiatives related to capital projects and facilities goods and services.  The incumbent will advise project managers and other department staff on competitive procurement approaches for procurement of construction services, professional services, facilities related goods and services and other requests as required. The incumbent will coordinate the procurement process from initiation to award, ensuring compliance to procurement policies and post notifications on MERX or other electronic tendering service, coordinate evaluation process through use of evaluation software. and also administer the prequalification process for vendors at UTSC.






:  (Minimum Qualifications)


Education: Completed University degree plus a recognized procurement designation (i.e. through SCMA, OPBA, ISM); or an acceptable equivalent combination of formal education and experience.


Experience: A minimum of four (4) years related public procurement experience with emphasis on construction tendering and facilities management related goods and services; knowledge of public tendering practices, bid proposal evaluation and contract management.  Understanding of University policies and procedures is an asset; experience with Broader Pubic Sector Procurement Directive and various trade agreements; experience with MERX or other electronic tendering system and evaluation software an asset.


Skills: Strong customer service skills and effective interpersonal and communication skills (written and verbal). Effective problem solving skills. Familiar with Canadian Construction Documents Committee Documents (e.g. CCDC 2 – 2008 Stipulated Price Contract, CCDC 11-2016 Contractor is Qualification Statement). Working knowledge of Microsoft Office required.



Other: Ability to work accurately and effectively under pressure of meeting deadlines. Strong analytical and evaluation skills with critical attention to detail to make sound decisions and recommendations.  Demonstrated professionalism and tact to effectively coordinate purchasing related activities. Demonstrated ability to establish effective working relationships with staff, faculty, suppliers and representatives. Demonstrated initiative, proven accuracy and attention to detail. Good organizational, follow-up and multitasking skills.

Pay Scale Group and Hiring Rate: USW Pay Band 12 -- $67,372 with an annual step progression to a maximum of $86,157. Pay scale and job class assignment is subject to determination pursuant to the Job Evaluation/Pay Equity Maintenance Protocol.
