Manager in Mechanical Engineering Services

Reporting to the Associate Director of Engineering, the Manager is responsible for the planning, leadership and management of Mechanical Engineering related to the design and oversight of capital and renovation projects on Campus, ensuring that all University of Alberta (UA) projects are properly supported by technical planning and required design expertise. Support to the projects requires the position to have balanced awareness to budget sensitivity and design standards established by the University. The manager provides support to the Association Director of Engineering related to industry best practices, assists in the evaluation of current and proposed University Design Guidelines. 

Engineering & Technical Services holds a Permit to Practice Engineering through the Association of Professional Engineers and Geoscientists of Alberta (APEGA). This permit of practice provides this unit the authority to practice Engineering to support the renovation and construction of projects for the University. The Manager works within a functional matrix basis with the other design discipline leads to provide appropriate allocation of resources available, utilizing both internal staff and external consultants. 

All work completed by this group is in Owned, Operated or Leased spaces by the University. This requires significant experience in special and diverse building and system types. Knowledge of Campus Utility connections from a district energy system, research intense buildings, academic buildings and residential buildings is included in the context for all responsibilities. 

Duties 

Clarify and articulate Client Requirements

  • Work with standing and adhoc committees to ensure when project scope is being defined that mechanical considerations are included
  • Work with Faculty facilities representatives and Accommodation Planners to ensure project scope is defined
  • Works with Estimators on development, confirmation of project scope and cost reviews to project budgets
  • Works with Project Managers for Owner technical support to projects 
  • Develops scopes of work for external Consultant assignments
  • Establishes discipline specific design approach and objectives

Provide mechanical Engineering Design and Review Support

  • Provide senior level of mechanical engineering design on projects 
  • Work with mechanical technologist to ensure effective communication and articulation of client's requirements, budget, timing, and operating constraints are included in drawings, specifications and reports
  • Work effectively within a Studio Model concept with the other design disciplines to ensure coordinated design, construction and operation documents are completed 
  • Participate and manage mechanical portion of building or system evaluations. Evaluation teams may consist of design staff, trades staff, facilities management staff and external consultants
  • Provide mechanical system advice and support to the users/clients, trades and external Consultants
  • Maintain the University of Alberta Mechanical Engineering design guidelines, standard details and preferred suppliers lists
  • Work with Supply and Material Services to develop preferred supplier arrangements
  • Work will include writing and evaluating technical sections of requests for qualifications
  • The context of this work is completed using current and leading industry tools and technology such as Building Information Modeling

Advise on budget and schedule impacts 

  • Provide input and advice to project budgeting processes, scope development reviews to enable project funding and approvals
  • Advises on methods proposed and impact on schedule

Management, allocate resources, monitor and report progress 

  • Understand workloads and allocate resources for the Mechanical Engineering Design group
  • Secure and manage external consultants for workload peak shaving
  • Evaluate external contractors and consultants to ensure UA has access to the best possible resources
  • Develop and maintain expertise In managing and directing external resources as well as internal staff

Guide and support mechanical technical staff on design or operation issues or projects

  • Anticipate Issues, Investigate, clarify, inform and problem solve
  • Where staff Issues arise that could impact timing or costs - facilitate discussions and problem solving to resolve issues in a timely and effective manner
  • Provide senior level of design to issues to direct and mentor technical staff
  • Implement improvements on an ongoing basis• Ensures maximum productivity is routinely achieved
  • Develop and manage training programs for technical group staff
  • Ensure that Safety awareness is demonstrated, documented and training providing to their team for all aspects of their work.

Ensure compliance and turn over finished projects

  • Develop and maintain a comprehensive method of tracking physical changes to mechanical systems for living As-Built drawing sets for UA facilities
  • Quality Processes - develop quality management processes Including personal reviews of plans (performance and property specifications) and working drawings of Technologists to ensure completeness and accuracy
  • Provide review of external consultants work on capital projects for application of university standards and design guidelines
  • On projects that their team has completed the Engineering on, ensure appropriate contract administration is completed and appropriate code schedules are completed

Budgeting and Financial Costs

  • Liaise with the Associate Director to ensure proper accounting and budgeting is maintained
  • Review reports and make adjustments as may be required
  • Responsible for management of assigned project design budgets both for work complete by internal technical staff and external Consultants 

Leadership

  • Leadership is demonstrated in collaboration with peers within PPD and other units in O&M. Special attention will be required to ensuring strong collaboration with the trades group
  • Assist in the development an HR Strategy that addresses current challenges and opportunities within the marketplace for the mechanical team
  • Develop a pool of potential candidates of top technical talent
  • Develop staff by ensuring they have ample opportunities to be challenged and develop in line with goals
  • Develop skill training programs specific for each area of technology and design
  • Assist in the development of management plans for service delivery improvements for drawing control systems, staff improvements, successor plans and data storage
  • Maintain effective staff relations that engage staff
  • Develop and maintain fair performance criteria and performance measures
  • Recognize excellence
  • Provide Leadership and ensure staff are fully engaged
  • Regular Managing tasks of Time Sheet approval, vacation approval, annual performance appraisals and absence tracking

Qualifications 

  • University Degree in Mechanical Engineering
  • Must be eligible for membership in APEGGA and to be a designated as responsible member for a Permit to Practice 
  • 10+ years of progressively more responsible management experience that includes experience with several challenging projects 
  • Demonstrated experience in wide range of buildings including research intense laboratory buildings 
  • Have full working knowledge of related codes: Building, Electrical, Fire, Architectural, ASHRAE
  • Leadership of Technical staff and creating a positive and productive work culture
  • Remaining knowledgeable of best practices
  • Remaining current and up to date on technical specifications and requirements
  • Managing design aspects of projects
  • Communication with staff and promoting positive relationships and problem solving
  • Has an understanding of capital project budgeting and able to assist the Department with development of projects for Inclusion in capital plan
  • Has working knowledge and experience in sustainable design practices
  • Has working knowledge and connections to be an industry liaison.

In accordance with the Administrative and Professional Officer Agreement, this full-time continuing position offers a comprehensive benefits package found at Faculty & Staff Benefits and an annual salary range of $70,667 to $117,771.
