Human Resources Manager

Facilities & Operations is responsible for the management of major capital construction projects and the ongoing operation of large complex facilities, in support of the University of Alberta’s teaching, research and community service mission.  The management  team oversees more than 1000 employees working on multiple sites, operates cogeneration  utility and heating plants, manages building and grounds operations, major capital and renovations,  real estate, student residences, food and conference services, and vehicle pool and parking services. 

Reporting to the Senior Human Resources Officer, the position of Human Resources Manager is responsible for the operational leadership of the Portfolio's Human Resource Services for multiple Departments. These activities include providing consulting, pro-active advice, counsel, and support in responding to organizational changes; conflict resolution, job/position classification or descriptions, and performance management, within the portfolio.  In addition, this role provides advice and counsel to functional leaders and guidance in managing employee development, recruitment and selection processes and practices, job evaluation and design, training and development and managing employee wellness programs.  This position works closely with management involved in strategic planning, decision making, problem solving, functional oversight and providing responsible and complex professional advising, coaching and mentoring. 

Specific responsibilities include:

  • Manages, supports, consults and advises on all activities relating to recruitment including the design and implementation of a uniform process and approach throughout the portfolio, preparation  and review of job fact sheets/ description and recruitment  plans, documentation requirements, collective agreement consideration, the interview process, hiring and compensation and benefits
  • Provides current interpretive advice to the Directors, Managers, and Supervisors within the Portfolio, on matters related to the University’s academic and support staff collective agreements and employment legislation
  • Develops effective strategies for dealing with attendance and absenteeism issues, return to work issues, reasonable accommodation and effective workplace relationships
  • Advises Management on necessary and recommended requirements for sound HR practice, including performance management, coaching and counseling, leaves, resignation, exit interviews; retirement and post-retirement employment
  • Provides guidance to staff in counseling and crisis intervention needs and makes referrals to appropriate HR units or resources
  • Liaises with Organizational Health and Effectiveness on matters of attendance and disability management
  • Provides unit leadership and serves as a liaison with compensation and job design consultants on new positions and updated positions
  • Works directly with leaders on articulating changes and updates on existing or newly vacated roles. Provides guidance to the HR Advisors in the development of Support Staff Job Fact Sheets/Position Descriptions and ensures they meet the criteria as defined by Compensation and Job Design
  • Supervises the Human Resources team and establishes performance standards, roles, and scopes
  • Monitors illness usage and entitlements and intervenes with the unit leadership where necessary. Ensures that short and long-term illness claims are handled appropriately and respectfully in a timely manner
  • Leads the development of Department HR practices and procedures within the University's HR policy and collective agreement framework
  • Develops and conducts training programs and seminars aligned with established strategic objectives, unit specific. Implements programs in conjunction with central services or providers, portfolio leadership and external providers


  • The successful candidate will possess a post-secondary degree, preferably business related, with a specialization in human resources or a related discipline, and significant progressively responsible experience in human resources
  • A minimum of 5-7 years’ experience in a large unionized organization with successful approaches to staffing, retention and performance management; previous experience in a Supervisory role
  • CPHR designation will be an asset
  • Leadership experience with demonstrated ability and success in accomplishing objectives through innovative management techniques, promoting teamwork and continuous improvement
  • Sound judgment, as well as direct HR experience and knowledge in methods and techniques for conflict resolution, negotiation, mediation, staffing, employee development and performance management
  • Develop and maintain high levels of reliability, credibility, integrity and tact; demonstrate respect and sensitivity and develop and maintain strong relationships
  • Project planning and resource management experience
  • High level of problem solving and critical thinking skills to analyze problems, identify alternative solutions, identify and communicate consequences of proposed actions, recommend best options and implement approved solutions in support of goals
  • Excellent verbal presentation and written communication skills
  • Ability to work effectively within the University’s organizational structure, and in compliance with administrative and financial policies
