Executive Director, Early Care and Education

Summary Statement:

Under the general direction of the Vice Chancellor for Administration, reporting through the Superintendent, PreK-12 Operations with a connection to the Graduate School of Education and Information Studies, the Executive Director provides general oversight for five early care and education programs that primarily serve UCLA faculty, students and staff; two of these programs are operated through partnerships, one with for-profit entity and one with a non-profit parent cooperative. The incumbent provides leadership and direct operational oversight for three centers operate directly under the auspices of UCLA ECE, serving up to 340 children; The incumbent works in harmony with campus administration, center directors, teachers, parents, affiliated vendors and other UCLA education programs in support of UCLA’s primary mission as a public research university. The Executive Director will provide thought leadership in the field of early education locally and regionally, will communicate a vision and philosophy of ECE at UCLA, and deliver a high quality experience for all members of the community. Incumbent is responsible for establishing and implementing administrative policies and procedures that support these goals.

Acting with a large degree of autonomy and under broad guidelines, the Executive Director manages an annual operating budget of $10M and supervises directly or indirectly approximately 200 employees, including career, limited-time, student employees and consultants. Supervision includes but is not limited to: three Center Directors; two financial analysts; and one, the Executive Director is responsible for ECE’s human and financial resources and for overseeing the physical plant (35,000 sq. ft. of assignable space across three ECE centers). Indirect reports include classroom teachers, food service staff, administrative staff, and student staff and interns. The Executive Director also manages UCLA’s relationship with an affiliated vendor’s childcare services provided to up to 280 children and employing 100 staff (Bright Horizons at Westwood and University Parent Nursery School). The Executive Director endeavors to maintain a healthy, safe, high-quality early learning environment, provides leadership in strategic planning, oversees the administration of state and federal grant programs that subsidize low-income student family tuition, and assures compliance with University policy, procedure, audit standards and internal controls as well as meeting legal and other relevant licensing/accreditation agency and organizational requirements.

Reports to Superintendent, PreK-12 Operations

Qualifications:

  • PhD or EdD degree in Early Childhood Education or closely related field
  • Hold and maintain the Child Development Program Director or equivalent permit from the California State Commission on Teacher Credentialing, or equivalent credentials/license from another state.
  • Hold and maintain current certification in pediatric CPR and first aid
  • Knowledge and skill in the use of computers and other technology necessary within an administratively complex and technologically advanced business environment. Skill in using computer software, including but not limited to Word, Excel, email/calendar software and internet.
  • Strong verbal and written communication skills, using grammatically correct English for business correspondence such as brief memoranda, internal operating procedures, performance evaluations, notices to parents parent conference write-ups, staff and parent newsletters and reports required by regulatory and other agencies, and to facilitate interactions with Vice Chancellors, Assistant Vice Chancellors, Deans, Department Chairs and various levels of academic and administrative management.
  • Broad knowledge of the field of early care and education and challenges facing programs at the local, regional, national and international level. Experience advocating at local, state, national or international levels for the field of early childhood preferred.
  • Possesses thorough practical and theoretical knowledge of child and human development including critiques of dominant cultural understandings of child development as they are applied in early childhood settings; strong practical knowledge of best practices in early childhood education.
  • Demonstrated skill in creating nurturing care, rich learning environments and activities for children ages two months through five years old, and the ability to understand, explain and implement the requirements of the California Early Learning System as described in the California Preschool Infant Toddler Learning Foundations, California Preschool Curriculum Framework and Pre-K guidelines as they coordinate with UCLA Early Care and Education’s emergent curriculum and commitment to culturally and developmentally responsive practices.
  • Demonstrated skill in creating an equitable, welcoming, inclusive anti-bias learning community for staff, children and families. Experience leading staff and parents in an ongoing journey of growth in awareness and skill to support equity and inclusion.
  • Ability to understand, explain and implement required assessments such as the Early Childhood Environmental Reading Scale (ECERS), Infant/Toddler Environmental Rating Scale (ITERS), Desired Results Developmental Reading Profile (DRDP), the Ages and Stages Questionnaire, Title 5 and Title 22 regulations, NAEYC Accreditation, California Community Care Licensing, and the State of CA Child and Adult Food Program.
  • Working knowledge of the methods of supportive team teaching and teacher training, and the ability to gather, present and interpret resources and content for staff meetings and teacher training. Knowledge of Emergenetics, or similar tool, as it relates to staff development preferred.
  • Knowledgeable about current and pending child care legislation in order to maintain regulatory compliance and to take advantage of opportunities for UCLA families to benefit from those laws that are, or may be, enacted.
  • Ability to maintain connections with others in the child care field, such as leaders of Early Care and Education professional associations, Early Care and Education College and University faculty, management staff of other Early Care and Education programs, and children’s advocacy groups.
  • Managerial skills to supervise the widely dispersed functions associated with the various campus child care programs.
  • Strong business management skills to balance revenue and expense decisions and to understand and advise on the annual budget and other financial issues.
  • Experience in managing capital projects (as a Principal) and ability to develop capital programs for child care facilities, directing architects, and other building professionals and suppliers, and administer capital equipment budgets preferred.
  • Ability to establish and develop relationships with Chief Operating Officers of the corporate and business community, plus individual Child Care donors in order to develop significant fund-raising.
  • Ability to organize and utilize community resources.
  • Ability to organize and establish work priorities.
  • Ability to envision and articulate goals for the ECE department and program.
  • Ability to lead and gain cooperation from staff, parents and other UCLA departments.
  • Ability to foster positive and constructive inter-personal relationships with others, including administrators, teachers, students, supervisors, parents, children, and other University departments.
  • Ability to operate with political astuteness in large and complicated university environment.
  • Minimum 5-10 years of experience in the field of early care and education with increasing levels of leadership and responsibility. Minimum three years of in-classroom experience in an early childhood setting; some infant toddler experience preferred. Minimum three years of child care center management or equivalent experience, preferably in a NAEYC-accredited program. Experience with oversight of multiple sites or centers preferred. Experience both within and outside of higher education settings.
