The UW Finance Enterprise Services team is comprised of several units that provide core financial services for the University of Washington: Procurement Services, Records Management, Office of Public Records, DATAGroup, Creative Communications, Integrated Service Center, and the Tax Office. The Tax Office provides core services to both internal UW Finance units, and business units across the UW campuses.

 

Tax Services has an outstanding opportunity for an University Tax Director. The Tax Director is responsible for identification, analysis, communication, coordination and resolution of all federal and state tax issues. The position advises executive management, campus units and affiliates on tax and related issues and is responsible for identifying and resolving University tax compliance obligations and many tax reporting functions. Functionally, this position is responsible for the oversight of all UW tax filings.

 

RESPONSIBILITIES

Tax Leadership & Consultation

• Advises executive management as to significant tax issues and evaluates and recommends courses of action;

• Advises individuals at all levels of the organization, and supervises advice regarding operational tax issues;

• Provides UBIT, indirect, state, and international tax subject matter expertise to various business units;

• Conducts planning, analysis and continuous communication regarding UBIT, UBIT estimates, and UBIT sources;

• Provides end-to-end tax requirements (covering high level structuring through implementation) for projects and new business initiatives;

• Educates campus and affiliates as to tax implications of their business and changes to business models;

• Partners with business leaders in Procurement, Finance, Treasury, Legal, and external advisers and consultants on various business and tax planning matters;

• Serves as primary liaison for the UW with the IRS, Department of Revenue, or other regulatory agents on tax audits;

• Advises on tax compliance for projects and other efforts conducted internationally, working closely with Global Operations Support and the Attorney General’s Office, as appropriate;

• Maintains an effective network of contacts in other universities to identify and analyze impact of tax issues;


Tax Operations & Oversight

• Oversees the tax function, ensuring that university-wide tax practices are in compliance with federal, state and local tax laws as well as other regulatory requirements;

• Supervises the preparation of various income, excise, and information tax returns;

• Coordinates and controls the use of outside accountants for tax consultation matters when required;

• Backs up Accounts Payable processes, serving as both tax subject matter expert and operational leader within Procurement Services;

• Works closely with Procurement Services and other Finance units on systems modernizations, changes, and other technological issues;

• Works closely with tax counsel in the Washington State Attorney General’s Office (UW Division) for legal matters related to tax management

• Performs tax planning functions related to all aspects of UW’s business;

• Oversees the Washington State high technology tax deferral process at the University as well as the Machinery and Equipment exemption program

• Actively identifies and supports tax technology and process improvement initiatives;

• Serves on various University committees, representing both tax and the Finance department’s interests;

• Supervise a small team of tax analysts, and ensure operations of the Tax Office are efficient.

REQUIRED QUALIFICATIONS
Master's Degree in Taxation, Accounting, JD, or other related field
Five years in experience focusing on exempt organization tax issues;
Ability to understand and analyze complex business arrangements;
Experience working within a large organization;
Ability to communicate (written and verbal) and work effectively with UW business units;
Ability to interpret complext laws and regulations and interpret for business application
Experience managing complex business operations to support a large organization
Experience managing large projects and communicating progress with stakeholders

 

Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements such as license/certification/registration.

 

DESIRED QUALIFICATIONS

CPA;
10 years exempt organization tax experience;
Higher Education tax experience;
Experience with international tax issues;
Legislative analysis experience;
Accounts Payable and/or Accounting experience;
