Reporting to the Director for Fiscal and Audit Services, this position is an integral member of the management team in the Office of Fiscal and Audit Services. The Financial Manager acts in an advisory capacity to the Director, Vice Chancellors, unit Directors, and campus-wide units, providing financial guidance and management advice. 



The Financial Manager leads central administrative functions for the University of Washington Bothell (UW Bothell), including but not limited to procurement, inventory, travel, systems authorizations, billing and accounts receivable, and the Cashier’s Office, to provide excellent fiscal services for the campus. Provides strong leadership and supervision for 4.0 FTE classified staff. 



Leads process improvements, develops campus-wide policies and procedures and internal control systems to ensure compliance withUW policies, and State and Federal regulations. 



Develops and leads trainings, outreach programs and website tools to support UW Bothell units, working effectively with diverse staff and campus partners at all levels of the organization. 



Provides excellent customer service. This includes collaboration with internal process partners as a subject matter expert on fiscal practices, and as a liaison between campus departments.  



Assists Director with development and implementation of Shared Services and Supplier Diversity efforts, which support the campus mission and its customers. The shared services approach consolidates administrative services common to several units. The Financial Manager leads cross-disciplinary committees and workgroups to identify shared services opportunities and develops shared services business models. The Supplier Diversity Program facilitates opportunities for women, veteran, minority owned, small and local businesses to engage with UW Bothell.



Assists the Director with coordinating audits and investigations performed by internal and external auditors, including State, Federal and foundation auditors. Further assists departmental staff through the audit process. 



This position plays a key role in developing the fiscal structures, policies and procedures to support institutional plans for financially sustainable growth in a strategic manner; both within the central office, as shared services, and extending to all campus-wide entities, on and off-site. 



SUPERVISION AND STAFF SUPPORT 


• Manages Shared Services, Supplier Diversity and central fiscal administrative functions including, but not limited to, procurement, inventory, travel, systems authorizations, billing and accounts receivable and the campus Cashier Office, ensuring compliance with UW policies. 
• Directs and supervises 4.0 FTE classified staff members of the Fiscal and Audit Services team (three Fiscal Specialist 2 positions, and a Fiscal Technician Supervisor), and student workers as needed, providing feedback, leadership, coaching, advice and support. 
• Guides and supports the day-to-day work of Fiscal and Audit Services staff, including hiring and onboarding new staff, setting priorities, coordinating staff workload, ongoing staff development, and performance evaluations. 
• Develops backup staffing plans and cross training for critical core processes to ensure continuity of operations.  Performs backup tasks as needed. 



FISCAL MANAGEMENT AND ADMINISTRATION 


• Develops UW Bothell policies and procedures, promotes institutional compliance and manages financial and reputational risk in accordance with policies of the UW, and other oversight bodies. 
• Analyzes complex operational issues to determine their financial and operational impact on the campus and its units. 
• Responds to queries from Federal, State, and local government agencies, internal and external auditors, private organizations, individuals, and the general public as necessary. 
• Monitors campus-wide fiscal operations to ensure efficient, effective and compliant financial processes.  



PROCESS IMPROVEMENTS AND AUDIT SERVICES 


• Leads and participates in departmental and institutional process improvement projects to streamline service delivery as the campus grows. 
• Provides expertise, advice and counsel to the Director, Vice Chancellors, faculty, staff and student government on policies and procedures as set forth by the University, the State, the campus and the various Federal and non-Federal funding agencies.  
• Assists the Director with coordinating audits and investigations performed by internal and external auditors, including State, Federal and foundation auditors. 
• Meets with units undergoing audits or investigations to provide guidance on responding to auditor requests. 



STRATEGIC PLANNING 


• Works with Director to determine trajectory of the organization including development and implementation of campus business models such as centralized, decentralized, and shared services business operations. 
• Facilitates strategic thinking in business matters, including projected consequences of program-related decisions, and develops short and long term plans in support of department and institutional strategic goals. 
• Will hold a key role in preparing for strategic implementation of Workday/Financial Transformation on the UW Bothell campus. Manages Fiscal and Audit Services staff who are engaged in Financial Transformation activities; provides campus communication and develops and leads campus-wide trainings. 
• Leads emergency preparedness planning for the Incident Command System’s (1) Logistics and (2) Finance and Administration command staff roles, in accordance with ICS-100 guidelines. During an incident, provides resources and needed services, and accounts for expenditures, claims and compensation. 
• Partners with the UW Seattle and Tacoma campuses to promote tri-campus alignment on resource issues including fiscal compliance, ethics and fiscal operations. Represents UW Bothell interests at University-wide meetings. 
• Works with Cascadia College to maintain sound co-location business practices, and assists Director with promoting a strong relationship with Cascadia College. The Financial Manager evaluates fiscal compliance and financial reporting aspects of process partnerships with Cascadia College. 



FINANCIAL REPORTING AND ANAYLSIS 


• Creates, distributes and presents technically complex financial reports in accordance with generally accepted accounting principles for institutional decision making and management; prepares financial reports for the Director and Vice Chancellors as needed. 
• Creates, maintains and communicates metrics to highlight departmental progress to goals and milestones. Encourages staff ideas to identify and implement operational process efficiencies. 
• Monitors Fiscal and Audit Services budgets to ensure expenditures are appropriate, meet University guidelines, and do not exceed budgeted amounts. 
• Supervises biennium close process. 



GENERAL AND OTHER 


• Represents Director of Fiscal and Audit Services when Director is not available. 
• Leads or serves on campus-wide committees related to financial and administrative issues. 
• Leads campus budget coordinator meetings which provide financial and systems trainings to campus fiscal staff and informs them of changing financial, compliance and ethics procedures 
• Performs other duties as required to meet the operational needs of Fiscal and Audit Services. 



REQUIREMENTS 


• Bachelor’s degree in Business Administration or related field and a minimum of 4 years of experience in a complex organization, preferably in higher education. 
• Extensive knowledge of higher education accounting practices, policies and procedures, and applicable State and Federal regulations. 
• Demonstrated administrative, financial, organizational, and problem-solving skills, and ability to lead in a complex, progressive organization. 
• Excellent oral and written communication skills, including impactful public presentations, and ability to effectively handle conflict in a respectful and positive manner. 
• Sensitivity and the ability to work within a diverse workforce and community. 
• Strong attention to detail with consistent and timely follow-through on tasks. 
• Ability to act independently and effectively, with general direction from the Director. 
• Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements such as license/certification/registration.

CONDITIONS OF EMPLOYMENT 


Position requires long periods of work at a desk; frequent long periods of viewing computer screens. Position workstation resides in an open office suite; may work in excess of 40 hours to meet key deadlines.
