The UC San Diego Office of the Vice Chancellor for Health Sciences (VCHS) is committed to academic excellence and diversity within the faculty, staff, and student body and is currently recruiting a Chief Medical Office(CMO) - Population Health Services (PHS).


The CMO - PHS is a member of the senior leadership team for the Population Health Services Organization, including the UC San Diego Health Physician Network (a Clinically Integrated Network) and the UC San Diego Health Accountable Care Network (a Medicare ACO). The Population Health Services Organization operates as the support structure for value-based programs established by UC San Diego Health, including risk-based commercial and Medicare Advantage plans as well as its Medicare Shared Savings Program and other accountable care plans serving distinct patient populations.


The CMO - PHS will work with the Population Health Services team and the UC San Diego Health executive team as a key decision maker and functional support role to set goals and priorities of the CIN/ACO, provide senior operational leadership, design the optimal organizational structure, and clearly articulate the values and goals of the CIN/ACO across the network. He/she will work in tandem with the Population Health Services Organization executive to formalize operations and continue to develop UC San Diego Health’s efforts to launch the CIN/ACO including development of the infrastructure, clinical standards, and business processes while galvanizing both faculty and affiliated physicians around this vision. The CMO – PHS will strive to continuously improve care delivery, create value for the benefit of our patients, and support the long-term success of UC San Diego Health.


Goals and Objectives:


The CMO – PHS’s success in this position will be measured by attaining the following objectives: 

• Translate vision into strategic and tactical execution plans by considering innovative and strategic differentiators within the market and assessing the ongoing requirements for population health management.
• Participate in planning initiatives to create a foundation for population health management – includes identifying relevant populations, creating a strong data governance mechanism, implementing an effective population health analytics solution for providers, analyzing care outcomes and utilization trends, designing and/or redesigning services based on data analysis and patient needs.
• Capitalize on opportunities in the marketplace to develop new models and capabilities designed to attract health plans and employer groups across each geographic priority consistent with UC San Diego Health strategic initiatives.
• Create an environment that fosters physician and staff collaboration to enhance revenues, control costs, manage utilization, develop new programs, and continuously improve clinical quality customer service and overall performance.
• Review clinical indicators for ambulatory and inpatient care. Analyze data and establish priorities for focused healthcare quality and cost interventions in cooperation with the CIN/ACO Boards and executive leadership.
• Works in tandem with Care Management executives in the ongoing design of the care management structure and functional activities.
• Leverage UC San Diego Health resources in ongoing development of the CIN/ACO, ensuring optimal processes, performance indicators, reporting/analytic abilities, and operational capabilities to drive both metric and margin improvement.
• Interface with departmental chairmen, medical directors, faculty physicians, and Network providers to ensure optimal performance of all CIN/ACO network offerings.
• Support and direct population health management clinical guidelines in support of UC San Diego Health’s CIN/ACO initiative including community-based physician alignment activities and performance-based network model architecture support.
• Support the ongoing implementation of administrative and clinical programs intended to support physicians in achieving the clinical and operational goals of the CIN/ACO.
• Provide executive management oversight to the Medical Staff services for the CIN/ACO.
• Engage, mentor, and retain providers around the vision and common goals of a high performing CIN/ACO.
• Collaborate with leadership to engage, enable, and empower providers through incentives, tools, data systems, and clinical resources.
• Communicate with executive leadership and legal and regulatory entities to champion the initiatives of the CIN/ACO.
• Solicit input and contribute to the development, review, and dissemination of clinical guidelines to CIN/ACO providers.
• Supports the ongoing development of a CIN/ACO Pharmacy management program that includes clinical pharmacy interventions to support the care team and care management staff as well as other pharmacy programs designed to impact pharmacy-related quality, utilization and cost outcomes.
• Support the Population Health Services administrative team with input needed to optimize clinical informatics and reporting program to support CIN/ACO participating providers with accurate and actionable analytics for use in their practices.
• Advance a patient-centered culture of engagement.
• Ensure a highly entrepreneurial, innovative, and accountable culture.
• Understand the local, regional and national competitive environment and focus efforts on positioning UC San Diego Health, its programs and physicians as the providers of choice in its respective geographic markets.


Candidate Qualifications:


• MD with Board Certification.
• Eligible for a California Medical License without restriction.

• Five (5) or more years' experience in population health management programs. Experience with a payer, an IPA/PHO or an Accountable Care Organization required.


Additionally Associate or Full Professors will show evidence of leadership and national and institutional recognition.


Experience preferred with governmental or commercial payer value-based payment programs such as Medicare Shared Savings Program (MSSP) with 8 years' experience in senior-level leadership.

• Outstanding management skills with the ability to identify, recruit, train, develop, promote, and retain top talent;
• Builds and leverages cross functional collaborative relationships to achieve shared goals;
• Strong emotional intelligence and relationship orientation; ability to create a highly collaborative culture which enables effective communication and knowledge sharing, but also ownership and accountability for results;
• Demonstrated commitment to service excellence and clinical quality.


The appropriate series and appointment at the Assistant, Associate or Full Professor level will be based on the candidate’s qualifications and experience.

Salary is commensurate with qualifications and based on the University of California pay scales. Appointments may require candidates to be self-funded.
