Position Summary

Regenstrief Institute, Inc. (RI) and the Indiana University School of Medicine (IUSM) are looking for an innovative individual to serve as Director of LOINC and Health Data Standards at Regenstrief Institute. The Director provides strategic vision, intellectual and academic leadership, and administrative oversight to the LOINC program, and promotes its mission to be the international standard for identifying health measurements, observations and documents.

The LOINC team develops, disseminates, and supports the LOINC international vocabulary standard, which is widely recognized as the international standard for health measurements, observations and documents. New areas of work include extensions of the standard into domains such as genomics and social determinants of health, as well as implementation of new technological solutions for dissemination of the standard, including HL7 FHIR terminology services and OWL.

LOINC’s goal is to improve health care and outcomes through the provision of this standard as well as ongoing collaboration and work with multiple domestic and global partners. LOINC is a core US standard endorsed by ONC for meaningful use certification, and supported in part by funding from the Department of Health and Human Services operating divisions, including ONC, CMS, FDA, and NLM. LOINC has active collaborations with multiple standards development organizations (SDOs) including the Radiological Society of North America, SNOMED International, IEEE, and HL7.

The Director oversees the Regenstrief staff that work on LOINC content, software development related to LOINC, impact evaluation, and support for more than 88,600 registered users from 176 countries. The Director actively participates in mission-driven LOINC development and implementation initiatives and serves as a member of Regenstrief executive leadership council. The Director is the public face of LOINC and works closely with the Associate Director as well as program staff to respond to the ever changing and growing needs of the standards community.

The qualified candidate who successfully fills this position will have access to Institute and University resources, including administrative and operational support, biostatistics, data analytics, and informatics cores.

In February of 1994, Clem McDonald, Stan Huff, John Baenziger, Carol Cesta, Tom Fiers, Arden Forrey, Dennis Leavelle, Doug Martin, and Frank Stallings first met at Regenstrief Institute in Indianapolis to discuss a public use code system for exchanging laboratory and clinical observations between computer systems. By April 1996, LOINC 1.0 was released with codes for more than 6000 laboratory test results. In 1999, LOINC was recognized by HL7 as a preferred code set for lab test names in shared transactions including health care facilities, laboratories, lab testing devices and public health authorities. By 2011, LOINC had reached over 10,000 registered users, and had expanded beyond the laboratory domain to include radiology procedures, documents, and forms and survey instruments. In June 2018, the US Food and Drug Administration set requirements for LOINC to be used for lab test data submitted to the FDA for new clinical trials starting in March 2020. By Feb 2019, LOINC had reached 75,000 registered users; this number continues to increase on an almost daily basis. This wok has positioned LOINC to play a leading role in the standards development organization (SDO) community, as well as meeting the needs of ongoing content development as well as evaluation.

A successful candidate would have sufficiently comprehensive knowledge of the standards development community as well as LOINC to lead as well as support the development work, collaboratively engage with the other SDOs, and continue to ensure the role of LOINC in this SDO community. Future efforts of LOINC will need to focus on current terminology information science and ways to make development, maintenance, and dissemination of the terminology more efficient and effective, as well as meeting the increasing needs of the end user communities. It is anticipated that the LOINC director will continue to grow and support the current multidisciplinary, collaborative LOINC community, and advance governmental, public, and private partnerships within Regenstrief as well as external to the Institute.

In particular, the Director in this position would engage creatively to address the center’s priorities, including the following.

• Programmatic opportunities that can continue to support and enhance the LOINC program
• Ensuring the ability to respond in a timely manner to increasing content requests
• Evaluating and increasing the impact of LOINC on data sharing, interoperability, and clinical outcomes

The ideal candidate for this Director position is an accomplished leader, well-established in her or his career, who has considerable experience executing programmatic initiatives with a small team. The Director will have successfully managed groups in the past, ensuring the delivery of product on time and with excellent quality. Ideally, they will be well known in the standards community, and have successfully established collaborative relationships with industry as well as academic partners. The Director is expected to assume a highly visible role within the SDO community, and develop and lead collaborative initiatives and workgroups internally as well as externally with other organizations.

We seek a Director who demonstrates innovation, vision, thought leadership, intellectual curiosity, integrity, and excellence to lead the LOINC work. The Director should have the agility and experience required to successfully meet contract deliverables from multiple government partners, and have experience identifying additional resources to support terminology work. This is a full-time position and will remain open until filled, with an expected start date of July 1, 2020.

Duties and Responsibilities include:

● Enhances the visibility, role and impact of LOINC in the domestic as well as global arena
● Represents LOINC at national and international SDO meetings
● Represents LOINC on the Regenstrief Institute Executive Council
● Supports, enhances, and grows collaborations between Regenstrief Institute and other standards development organizations, governmental agencies, professional societies, and other organizations.
● Works with the Regenstrief as well as external community to identify, prioritize and develop LOINC content to meet their needs
● Develops and implements solutions, in collaboration with Program leadership, to improve content development processes and project outcomes, taking into account complex operational realities and stakeholder perspectives
● Anticipates needs and challenges at all stages of proposals, projects, and collaborations.
● Oversees a significant portfolio of work and ensuring delivery of contractual and/or grant obligations on time and within budget
● Ensures the production of high quality written products such as technical documentation, manuals, press releases, proposals, abstracts, papers, grants, etc.
● Identifies and implements a business development plan that includes new opportunities for funding to support LOINC
● Evaluates and implements a research and evaluation agenda for LOINC

Basic Qualifications

Appointment type, track, and/or rank will be determined by the candidate’s education, experience, and relevant body of work

● Master’s Degree in a related field required, terminal or doctorate degree preferred
● Minimum of 5 years of relevant administrative experience
● Demonstrated expertise in strategic planning, leadership, software delivery, and long-range program development
● Knowledge and experience working with terminology and Standard Development Organizations
● Excellent communication skills

Desired qualifications: to be successful in this position, candidates should have all of the following.
● Demonstrated expertise in identifying and securing fiscal support from diverse sources such as government or private organizations.
● A history of working with Standard Development Organizations in domestic as well as global settings
● Experience mentoring team members
● Interest in developing and supporting evaluation/research initiatives.
● Demonstrated ability to produce high quality written products such as technical documentation, manuals, press releases, proposals, abstracts, papers, grants, etc.
